The reason Stitch was the worst ride at all of Disney was because it was pointless and it wasn't even a ride. Might be different if you actually moved instead of just sitting in one spot with a harness over your shoulders.

I may date myself here, but I remember back before Alien Encounter where it was the Mission to Mars. It was still the circular theater (without the restraints), and you watched through the "viewport" on the floor. Every incarnation since then is still just modified off of the original circular theater. It may be difficult to fit a "ride" in that space.
