No. There are cabs waiting at every park.

Whenever I've taken a taxi within WDW, we didn't have to pay for parking.

I've taken cabs from offsite hotels to WDW. It's expensive but I didn't think you paid a parking fee - but maybe that was built into the high fare? I went from the Convention Center to MK and it was $55 one way.
