Uh, that is not a navigator's verandah. That is an oceanview room. A verandah is a balcony. The navigator's verandah is partially enclosed, with a solid whitewall, and often a little (open) porthole in the wall. You still have a balcony to go outside on.
Just do a Google Image search for "Navigator's Verandah Disney Cruise Line." You will see several examples. They can look pretty different in various locations on the ship.
The navigator verandah rooms are different on the classic ships than on the Dream class. On the classic ships, it is what DLgal describes above, partially enclosed with an open porthole. On the Dream/Fantasy, they are like the regular verandahs but with slight obstructions.

One suggestion, if you find out that you put out something wrong, you can go and edit your post and either delete your text or add something at the top saying that you now know that what you posted was wrong, but that you are leaving it so other people can understand the following discussion. Some people might not bother to read on after your first reply and would not find out that what is out there was wrong. At the bottom of your own post it says "Edit" in blue print, if you click on there, you can edit your own post.
