Last time I was there last year you could mobile order at Disney Springs but not in the theme parks.

As @reddog21 noted, only the Disney Springs locations offer mobile order.

The in-park locations are operated by Disney, so no mobile order and no reward redemption. You will earn stars if you pay with a Starbucks Gift Card at the in-park locations.

One of the Disney Springs locations is operated by Starbucks, but not the other. I have 2 Starbucks baristas in my house so we know as that is the only store they can get their discount.
