Meet and Greets are usually held on May 4th (May the 4th Be With You) in DHS.

Also, SW Character Meals are held daily from May 4th through June 14th. Galactic Breakfast at SciFi and Jedi Dinner at H&V.

What about times other than SW weekend though?

No, SW characters can only be found at JTA on regular park days.

If your kids do Jedi Training academy and it rains they get to "meet" Darth Vader, that's the only one I know of, but I do not have as much experience as others on here.

Is there a cost for the Jedi Training Academy?

No, it's an included show. Children have to be between the ages of 4-12 and must go to sign-up with an adult with them.
