Below is an email that I received from National about this issue.
"Thank you for your reply. As an Emerald Club member your wife is
considered an authorized driver and should not be charged a fee to drive the vehicle.
Authorized drivers usually are not added to the contract because they are
an authorized driver. However, you should be able to proceed to the booth
and advise the agent you wife will also be driving the vehicle. The will
advise you what needs to done if anything."
So, as an EC member you simply pick your car, drive to the booth and tell them your spouse will be driving. As an EC member you may have to show their info, but you DO NOT need to go to the counter.
