Are points credited to your account when you purchase or when you payoff the purchase? Can anyone tell me how long it takes to credit points? 1 billing cycle or more?

Statement close date will show how many points you earned during that statement. It can take 2-3 days from statement close for the points to transfer to your linked SW account.
