At one minute after 11:59PM EASTERN TIME, at the end of the 61st day before your check-in date.
So, one minute after 9:59PM (10PM) MOUNTAIN TIME, at the end of the 61st day before your check-in date.

I live in central and at 11pm the night of changing to 60 days out I could start pre-booking. It is 11:05pm for me here I googled mountain time and it shows an hour behind us (mountain time at 10:05pm) So you can start to pre-book FP+ at 10pm your time the 61st day out because it is midnight on 60 days out in Florida time!
