Smoking and airports

Our family is heading to WDW this December and one of my brothers is a smoker. I looked on the TSA website and it looks like he cannot bring matches or lighters on the plane. Would he have to buy a lighter once we land in Orlando or are there other options? We will not have access to a car. I believe that WDW does not sell any type of lighters or matches, correct?
TIA for any help.
 
I read the TSA regulations as saying that certain lighters are allowed, also matches. Not sure if there is a limit on matches, though.

ETA...and this would be for carry on.

This is incorrect. He can bring a book of safety matches in his carry-on (NOT in checked luggage). He can also carry on a lighter.

Yes, you can have a lighter with you. We just flew last week, and had a lighter and there was no issue.
