As for the rest of it, there is more than one way to look at it. If people leave their wet towels around, Disney has to have someone on staff to pick them up. Same with garbage. The more we pick up after ourselves, the fewer people Disney has to hire -- and the more free labor Disney benefits from.
If you are a recreation cast member, in addition to pool lifeguard duties, you are rotated on "towel patrol". Meaning cleaning up wet towels, replenishing the clean ones, etc. The way I've always thought of it though is I'd rather have those same Cast Members focusing their attention on the POOL (and hence the safety of swimmers) rather than cleaning up endless mounds of wet towels. It takes a second for a family to clean up, I don't think it has anything to do with Disney not hiring enough cast members to do it for them though. Just my opinion.
