I agree there should be no age limits. For one thing, toddlers and infants can't go on any of those Fantasyland ride without adults. So it would have to be something like kids between the ages of 3 and 10.
We took our kids to a local amusement park that had an area where only kids under 50 inches could ride on the kiddie rides in the "Camp Snoopy" section. This is an amusement park with tons of height restricted thrill rides, unlike Disney, so it kind of makes sense.
We had the problem that our 2 year old couldn't go on many of the rides with his older brother since we couldn't go with him. What I really missed though was the joy of experiencing the ride WITH my child. It's just not the same to sit on the sidelines and watch.
