Should new restaurants start seasonal?

Would it be a good idea for new Disney restaurants to start seasonal to try them out along with their menus?

No, I don't think so. If Disney doesn't feel confident enough to fully open a restaurant, I probably don't want to eat there.

it would be difficult to hire a competent full restaurant staff for just a seasonal endeavor, I would think.

No. If it is a good restaurant concept, it will be busy all year.
Look at the restaurants that are seasonal. I think there is a reason. Most aren't that good, just get busy from overflow.
