Should I report this bus driver?

OP, the bus driver at the end of the day did nothing wrong. You rolled up while he had an almost full bus. He did ask and you luckily had people who moved for you. But they didn't have to move. He gave you the option to wait for him to come back and get you, which he didn't even have to say anything nicely to you about that, he could've just closed up the bus and left. It's not his problem that you rolled up at 11:30pm and still needed an internal bus that you might miss. Poor planning on your part does not constitute an emergency for anyone else.

FTR, the reason I “rolled up” 30 minutes after park closing at 11:30 was because we had been stuck on Space Mountain and had to be evacuated. We exited the park as soon as we could.
 
I’m gonna weigh in on this argument about people refusing to move. I think that if there are other seats available and someone refuses to move they are a jerk. Period. And that includes folks with the invisible disabilities. I don’t care what the law says or doesn’t say, you’re a jerk for not moving to another seat when asked. @LuvOrlando is welcome to give them the evil eye and mutter under her breath about them being jerks. They deserve it.

I’m sure she does not harbor those feelings about people who don’t want to move when the bus is full. That is a completely different situation and has been covered here and elsewhere in ad nauseam.
I think part of it depends on where the other seats are as well. I know on some of the Disney busses all the seats except the ones that are made for disabled seating require going up one or a few steps, so I could see someone with an invisible disability being unable to move to one of those seats if their joints are shot
 
I think the situation is tricky when it's a bus already being loaded and someone in an ECV pulls up after that has already started. Bus driver attitude aside it's not the same as an ECV waiting in line, bus pulls up, no one in those spots and they can load the ECV first before the rest of the people in line get going. They wouldn't ask anyone else in line practically speaking because the OP had a situation necessitating specific seats. Your example would hold up if they didn't say anything to a different ECV party but only to the OP.
If there is room on the bus when a person joins the line, he/she can board. To say someone who is in an ECV can not whereas someone who is not in an ECV can is a violation. Both must be treated the same. If the ECV slots are full, the bus can leave the ECV person who joined the line. However, if this occurs frequently, Disney can be cited for not properly accommodating those with a disability. At times Disney does pull an extra bus to a line that has this issue.

If you can’t walk a few steps to another seat how are you going to get off the bus and walk to your room?
 
This may be why their standard policy is to load scooters first, and that if they have already loaded often scooters are left waiting. Usually they don't bother to tell you how many busses or that it will take long, they simply tell you that you must wait. We have been on busses before where the driver would not allow a scooter on after anyone was on board - and in fact have been unloaded to load the scooter then let everyone back on.
They do not have a standard policy to leave a scooter that joins the line when there is room on the bus. I have seen them load this way many times.
 
I've only ever seen wheelchairs/scooters loaded while the bus was empty, never after passengers were already seated. The mobility devices were there when the bus pulled up, they were loaded first, then other passengers loaded.

I've literally never seen them load guests on mobility devices after other guests were already loaded, and quite frankly, I agree that if they're going to do that, the bus needs to be emptied then re-loaded.
Everyone at Animal Kingdom Jambo on an ECV has to load after the bus has picked up at Kidani. The bus is not emptied.

Perhaps it's time for Disney to create a special bus systems and loading zones for scooters (and their families)? With boomers increasingly aging, there will be more and more of them, creating logistical and timely impediments to efficiently transporting passengers. The goal would be to move everyone - including scooter passengers - more quickly.
The skyliner and monorail accommodate wheelchairs and scooters quickly and easily. An expansion of those would go a long way towards eliminating these issues. Yes, on occasion the skyliner shuts down for bad weather and annually for refurbishment, but it is running the vast majority of times.
