I don't think the technology for shampoo is advanced enough to manufacture it in a zero gravity environment that would be necessary to bottle it upside down.
That's my guess. You need the ability to store it upside down when it starts to get empty and you really need gravity to help get it out. I am guessing that's why some ketchup makers have started putting ketchup in upside down bottles as well.
