From what I was told (Disney Member) even when the ride opens, FP will not be available for several weeks after. They want to be sure that there will be no issues with the ride and do not want to disappoint visitors if they had FP and the ride was inoperable.

So it would be less disappointing if people wait in 2-3 hour stand by lines & then the ride goes down?![]()
I wouldn't want to commit a FP for the ride and then find out the ride is not working that entire day.
If FP's are available and the ride goes down while people are waiting in line then everyone would be disappointed. If it opened again later then I guess WDW would allow the earlier FP's to be used. I can see how FP's would be a mess if the reliability of operation is still in question.
When I was there in early March, as long as you did not use the FP, you could change the attraction, even after the time expired.

Just as a heads up, when we were at Disney last weekend we had a fastpass for Peter Pan. Peter Pan ended up being down the whole time and we missed our fast pass for it. When the fast pass expired, we weren't able to pick something new. Our fastpass converted into a fastpass for either Winnie the Pooh, it's a small world, Peter Pan, Dumbo or Barnstormer which was good until closing.
There was no way to switch it out, so apparently it is different when the ride is closed for repair. If I would have known that, I would have switched it out earlier when we still had the option. We had the option up until our ride window was over.
So if you do get a fast pass for Seven Dwarves and it's down, I would switch it out before your ride window is up or plan on only getting a fast pass you can use on rides you don't need a fastpass for.
