Sequestration? Help

Does anyone have any idea about sequestration? OH paid a deposit to a company that has gone into sequestration. As he paid by debit card the bank say they can't help us and it was the company that have taken over the sequestration that told me to contact the bank. Is this right or is there another way I can try to get our money back?
