September Crowds

I am planning on visiting Universal the last week of September. Time only allows for one day so I am looking at Wednesday. With this being the slow time of the year, can I do all the rides in both parks in one day? Or should I consider an express ticket? Your thoughts are much appreciated. Thanks.
