That is certainly the feeling I got doing it.
My Mom hasn't been at this facility for all that long. It's rather small -- only about 23 residents and much nicer than she's lived at in the past. They treat her well -- which is a HUGE issue for me.
We went through a terrible time with were she was last year. They were just plain nasty to her -- charging her extra for every little thing. One day I walked in the room and it was dark as night. I asked why she didn't have her blinds in the open position and my Mom told me because they would charge her to open/close them. That's just nasty.

They were not very nice and towards the end would be getting my Mom up at 3 a.m. because that's what worked for them.
We moved her out of there to where she is now. On moving day, we couldn't get off the floor she was in because they had locked the elevators and all of the stairwells

. There was no one around who had the key.

I was furious. How could they lock elderly people on the 5th floor with no fire escape route available to them or their visitors.

It was beyond my comprehension.
So, we moved my Mom out and the following Monday, I called the Mayor of the Village to make him aware of the situation. To say he took immediate action would be an understatement. The fire department marshalls were immediately sent out to correct the situation. The facility was heaviliy fined. As I've said here, I hate to make phone calls but this is one I couldn't not make. For the safety of the residents, it just wasn't right. And, no one, messes with my Mom.
