I am now getting ads from Disneystore for MagicBands on sale. So maybe this was all a big promotion.
I wonder. However, I just checked out that sale. It's all Magicband 1 stuff. None of the 2 stuff is on sale. I think they're just clearing out the old inventory.

Yeah, it was all MB1 with their associated accessories (sliders, watches, bandits). MB2s and their accessories (magic keepers) are not for sale. They've been upping the amount of special MB2s in recent months, so I think they just want to get rid of all the MB1s.
The precedent of a paid fastpass has been set since the announcement of MaxPass! Perhaps they are waiting to see what the reaction to that will be, before they move forward with a paid fastpass at Disney World.
Shanghai has also instituted a paid FP option, but I think that was due to actual scalpers getting to the parks early and selling FPs. But now you can pay money to get either one FP or a set of FP for every ride that has one. Or you can still get the free ones, you just have to time it right and expect sell-outs. While the paid one (similar to the Universal Express Pass) only gives access to each ride once, you can still get free FPs for the ride with your park entry ticket.
I could see a similar thing at WDW eventually-you get your free ones, but they also have the paid anytime ones. Then they would reduce the amount of free ones to account for the paid anytime ones, so rather than, say, 100 FPs per time slot, they only have 75 slots.
