Scam? Identity theft?

In Friday's mail I received a letter telling me that I had been declined for credit at a major national retailer. Thing is, it has been years since I applied for credit at this store, and the name on the envelope is not mine. In fact, the name looks distinctly made up(something like Beauregard Mizoula). The other thing that seems fishy is this "decline" notice looks like most junk mail with the bar code just above the name and address, and a printed "presort" stamp on the envelope. I guess I will call the number on Monday, but I'm wondering if it's just some scam to get me to buy a credit report. If someone was ripping off my identity, wouldn't they be using my name?:confused:
 
OK just did a quick search on a couple of things. When I go to the website of the name on the letterhead("Household" in Las Vegas) it takes me to something called "Credit Fixers". In the letter it says I can get more info on my credit by calling Experian Inc. In doing a google on that company, I see the U.S. government had a case against this company in 2000 for what looks like scamming people on a credit report. Looks like a piece of scam junk mail to me.
 
Why did you open it, instead of giving it bag to the mailman, since it had someone elses name on it?
