They have merged. Sirius bought XM, and they are now known as Sirius XM.
The lack of the merger in Canada is not due to the CRTC, but it is the fact that there are 2 business empires essentially just redistributing the signal here in Canada, as Sirius Canada, and XM Canada.
They have not come to an agreement to share the stations.
Since they are just re-distributing the signal you will get it as Sirius XM here in Canada, but XM won't get Howard Stern, and Sirius won't get Oprah (Thank God!).
I am a HUUUUGEEE Howard fan, and he has assured his audience that Satellite Radio is here to stay. Yes they have filed for bankruptcy, but it is just a means to pay of some of the dept. They have billion dollar group baking them (I think they bought up 40% of the company), and they are paying of some of the debt. Launching Satellites into orbit runs 1/2 billion dollars each, and they need minimum 3 to triangulate the signal.
The filing for bankruptcy was 2 weeks ago, and they are still on with fresh new live programming daily. They are through tough times, but they will weather the storm.
Buy it with a clear head. Choose Sirius. Or if you have the means, get a US subscription, and get either Sirius or XM, with the BEST OF package to give you both sides of the fence.
I have been a subscriber for 3 1/2 years, and can not imagine driving without it. 100% commercial free music, uncensored big name A-list entertaiment, and of course Disney Radio. What else can you ask for.
