Yes, that is true except for a few accessible locations I believe.

Only 3 buildings (numbers 62, 63 & 64) at OKW have elevators and those buildings were built after the ADA was passed into law.

All the buildings at Saratoga have elevators.

As long as you don't count the Treehouse Villas. We assume you are not considering that, because all of them are only accessible by stairs except for a few that have ramps.
