Santa Claus has a 24 hour period to deliver his gifts. He should be in each time zone (there are 24 of these worldwide) at roughly midnight Christmas Eve local time. He does have to go "up and down" several times (think: criss crossing a theme park to get and then use Fastpasses in years gone by) namely from the north pole down to the south pole. Meanwhile he could leave the toy factory for one time zone, and completing another time zone might bring him back for another load of toys.
Some time zones are mostly over water so very few gift deliveries are needed and Santa may well skip going all the way to the south pole on some trips.. We all know that New York City has a lot of people. While Beijing has even more people, most are of other religions such as Buddhist resulting in fewer required deliveries than expected.
I don't know how to find Santa at any given moment but I did take a college physics class where they mentioned and I did not understand the "Heisenberg Uncertainty Principle" (some math needed) that would narrow down on Santa's position.
