Safety-getting a person on-site

I know when you call the front desk from a Disney hotel, it takes you to a call center. Is there a security number or a way to get in touch with someone on-site?

It would be nice to know I could quickly get in touch with someone on-site if there was an urgent matter or safety issue that might not be a 911 type emergency.

Bell services puts you directly in touch with that desk. That's the button I'd push if I had an urgent matter that didn't warrant a 911 call or couldn't be answered by the call center.
