First and foremost I'm sorry that the daughter of the OP was involved in this incident and I hope she recovers and is not traumatized by the experience.
MY family has experienced similar "running of the bulls" type behavior from multiple tour groups during several of our trips to WDW. The first time was truly horrifying as DW was 7 months pregnant at the time with our first child. Luckily only her arm was hit as she tried her best to move out of their way. The second time DW and DD1, who was in a stroller at the time, were able to escape unscathed while I ended up in the middle of the stampede being bounced from runner to runner like the disk in a game of Plinko. Now I'm not a HUGE guy by any means (6'0 225 lbs), but I'm smart enough to know Newton's three basic laws of physics and how to apply them to real life. So the third time this happened (like the OPs incident, this also happened to be at EPCOT) a group of about 40-50 Brazilian teenagers (identified by their bright shirts) took off in a mad sprint towards the rear entrance/exit near Great Britain where DW, DD4, DS1 and I were entering the park. Now, in addition to knowing basic physics, I've also watched enough NASCAR races at Daytona and Talladega to understand the theories of "pack racing" and that a wreck in the front of the pack will result in half of the field getting caught up in "The Big Wreck." So after DW, DD and DS were out of the way I started moving directly towards the front of the pack who quickly learned Newtons Second law of Motion (F=MA). The first one bounced off of me like a Chiclet, coming to rest on the ground where he became a human speed bump for most of the rest of the pack who ended up tripping over him and landing face first on the hot, hot Florida concrete. I was confronted by their tour leader and accused of starting a fight. A Cast Member near the rear gate saw what happened and how my family was in harms way, asked if I was alright and promptly escorted the group and its leader out of the park. Not sure what happened after that but we did not see that group again for the rest of the week.
This type of rude and dangerous behavior would never be allowed or permitted in any American city and it surely would not be tolerated by the local officials in any foreign country, so why then do individuals and groups from all over the world (including the United States) believe that it will be permitted or tolerated at WDW? I attribute much of this behavior to the fact that Americans are being desensitized and taught to be non-confrontational. We no longer allow our kids to keep score when playing sports, no child left behind, no religion in schools or government buildings and we have to be accepting of every other nation and religion's beliefs and customs even if they do not recognize our own. I love WDW and visit there 2-3 weeks every year. If the tour leaders, Cast Members or Disney leadership will not establish or enforce rules that keep these large groups in check then I assert that it is the responsibility of other visitors to make sure that they adhere to the rules (both written and implied), social conventions and common decency that we expect in order to maintain a safe, peaceful and enjoyable environment for ourselves and our families.
