If you're talking about free dining and you're staying in a moderate, you cannot "downgrade" to the quick service plan. However, you can use your TS credits for QS meals.

If you're paying for the plan, and you've already reserved your package, you can change to the QS plan. If you're close to your trip, you may incur a penalty for changing your reservation. I'm not sure what that is or at what time frame it usually occurs.

If you are paying for the regular dining plan you can downgrade to the quick service plan. There is no penalty if you downgrade when you are more than 45 days from your arrival date. If you downgrade when you are within 45 days of arrival there is a $50 change fee that will be assessed since your total package cost has gone down. If you are within 2 weeks of arrival there is an additional $15 paperwork fee.
