Are fast passes only for those who stay on WDW or will we be able to us Fast Passes too since we will be buying through UT?

All you need is a valid admission ticket to use the fastpass system. Your UT ticket will work just fine.

Certain attractions have machines, into which you insert your ticket. It then spits out your ticket along with a fastpass.
