Rider switch for child who meets height req, but scared

The Disney website clearly states If a child does not meet the height requirement or a Guest does not wish to board a particular attraction, no problem!"

However, I have been reading from many in various places, that if they meet the height requirement, then too bad if my kids are scared, they don't get to use rider switch.

Please, someone tell me their experience in this situation? I'm dealing with twin 6 year olds who are not experienced on rides and I'm making FP+ reservations in 4 days, I was hoping to plan accordingly. Now I'm thinking I may need to make FP+ for all of them, and when they chicken out we lose their FP+.
 
Not true, in my experience. I have personally done this at Tower of Terror several times with my now 11 year old. Never a problem and CMs were always very sweet to her.
