Rider Swap with a kid that is tall enough, but is scared-

I am saying that you have to meet height requirements in order to be allowed on a ride. If your child is not tall enough, how would they get a fast pass?

It is because fastpass is linked to the ticket media not to the person. The FP+ system at WDW and legacy FP at DL have no clue what the height of the person booking or pulling the FB actually is. It just sees ticket=FP. There is no rule stating a family member can't use the band of another family member to access unused FP allotments. I was not rude, I was factual.
 
They wouldn't be allowed to enter the fast pass line. Even in the case of child swap.

You are missing the point. The too short child is not getting in line. A tall enough adult or older child is using the too short child's fastpass.
 
Technically no, that is not what a rider switch is for. Some attractions will require you to show the child that is too short in order to receive the pass. But that's not saying that it couldn't happen, just don't count on it.

Actually, technically, per Disney's verbage, it is for the cases where a person cannot or will not ride. I do understand from the many anecdotal comments here that many CMs go nazi over demanding that it only applies to under-height visitors.

Read my update to my post. I understand how the system works. I just don't appreciate your rude tone.

In addition, I at no point said what I am saying is the law of the land. I am saying that Disney does not condone the swapping of bands, which still stands true.

Understood, but the discussion of child swap was also covered in this thread and I was taking that scenario into consideration.

I get what you mean now. But there is no reason we couldn't do the fast past queue again with the 2nd band. Ok it could be a wait but better than not having the fast pass.

Exactly. You can get back in line with the second band.
