Resort Cruiser Question

Can those not staying on site still ride the resort cruiser? I'm heading to TDR next week. I'm staying off-site, but I know I'll want to get lunch or dinner at Chef Mickey's. Thanks!

I was not asked to show any kind of ID when using the Resort Cruiser to/from the Ambassador, both on trips when I was actually staying at the hotel and just visiting its facilities.
