Reservations at the House of Blues?

I know that you can not make reservations through the wdw-dining #. However, in the most recent mailer from the disney club, there is a phone number to make reservations? Not for the Gosbel brunch but for regular meals.
Any one been able to do this?

i thought reservations were needed for parties of 8+. otherwise, it is first come, first seated.
