If we have a PPO BOG reservation for 8 and only, say 4 people show up, do you get penalized? I am doubting everyone is going to get around early enough to go and with the new opening, I've thought about cancelling but I just love the thought of being one of the first in the parks!

You aren't charged a penalty for showing up with a partial party. You are only charged a penalty if no one from your group shows up. Also, you might want to read up on the new opening procedures at MK.
 
You won't be penalized, but it is a bit rude to only show with half. That is another table of guests who could have had an ADR but were not able to get it. Also, as Missyrose pointed out, they have a new opening show at the Magic Kingdom. They don't hold everyone back now, but guests can enter the park up to the Castle. So unless your ADR is very early, you won't get any shots of empty streets.

Not quite true. Any PPO ADR is allowed in upon opening the gates for ADRs. So, an 8:30 ADR will still get you in when the gates open a little before 8 (depending on the park for exact time). However, the later ADR may (but not always) result in you waiting awhile for your table, resulting in not finishing your meal in time for rope drop.

As to rudeness, if you (in good faith) make an ADR for 8, but half decide not to go, then the 4 who want to go should keep the ADR, and won't be penalized, and I don't think this is rude. The problem is Disney does not allow modification of the ADR. Chances are, by the time half the group changes their minds, there will not be an ADR for 4 available. So, keeping the ADR for 8 to allow the 4 to go is not being rude; Disney is not giving them the option of opening up the other table. The 4 who want to go should not be penalized by Disney's lack of ADR modification ability.

I didn't really think of that. I guess that would be rude. I know that a few of us will definitely want to do it and I don't know that the rest will get up but I want them to be able to eat with us if they do get around. I guess that was my thought. The rest of my party is into preplanning as much as I am. Thanks for the thought. I guess I'll talk to them and make more concrete plans.

I was planning for getting to the park at 7:45 because I've read that you can get in then with any PPO ADR. Our ADR is at 8:15 so we shouldn't wait too long, I think?

Yeah, that's kind of the problem. Disney's new opening procedure is all guests are let into the park and given access to Main Street and the hub before the park opens (guests with PPO reservations will be let through the checkpoints into Fantasyland). The first day of the new procedure, PPO guests were let into the park 15 minutes before the rest of the guests. But on several days since then, all guests were let in at the same time (7:45).

I've had an 8:10 ADR, and got called at 8:25ish at EP (checked in at 8:05, so was not late), and an 8:30 get called at 8:05 at Tusker. So, no guarantees. But, most of my PPO ADRs (I've done about 20 total) are within 5 min of my ADR time.
