There isnt' a single person out there who isn't an experienced climber and rescuer. If they were in a position where ropes were indicated, I'm sure they'd be using them.
I saw an interview with one of the team leaders the other day, and he said that the average rescuer has been climbing for 15 years and performing mountain rescue for ten, and most of those guys have been up Mounth Hood at least a dozen times. One of the guys on the mountain right now has climbed Hood over 30 times!
There's always a risk, but a rescuers first objective is to never do anything to make themselves need rescue as well, so I'm sure they are being very careful.
