I’ve always done it at the Palo area of the dining change/request area on embarkation day. Request has always been granted (as long as the server is actually onboard).
I’m not aware of any way of doing that in advance unless you are in concierge. I’ve always been able to request a Palo server on embarkation day (always ask for Sylvester on the Magic)!

I would think you could request a Palo server by calling DCL just as you can request a particular MDR server or rotation in that manner. You don't need to be in a concierge cabin to do that.
Another option is to just call Palo from your cabin when you embark to place the request. Or walk up to Palo. That is what my husband did on our first couple DCL cruises. We stopped doing that because we found all the servers at Palo to be great. As suggested you could also go to the dining change location up embarking which sounds like the easiest for you this trip since you are already planning on doing so. But all the other options might be easier and quicker in most cases.
