I think forcing him to see the error of his ways by removing his ability to work at a job that he actually wants (instead of just whatever he can get because they don't drug test) because of his refusal to get clean might help wake him up a little.
Have you ever considered that maybe a having a purpose, loving a job, and being around a positive environment may help him stay clean?
Sounds like you tried, and the families attempts have failed. He needs to do this on his own. BUTT OUT!!
And synthetic urine won't pass. Drug screenings are much more sophisticated than they used to be.
