You could probably wrangle around the legalese until the cows come home---and if it comes to it, until some lawyers have enough in fees for a very sizeable DVC contract of their own.
The simple fact is that if someone staying on a reservation made with your points skips on a bill, you won't be using your points until someone makes good on that bill. At that point, you can pay up, or you can sue Disney to unfreeze your account, and if you sue them you might even win. Your choice.
