Redeeming AP renewal vouchers

I'm renewing my daughter's AP which is set to expire next month (she's 4). If she goes down with some relatives to WDW in Sept., can we send the voucher with her and have my relatives pick up her pass for her, or will they need my membership card?

Simply stated, can you redeem our DVC renewal AP voucher without your member ID?

When we renewed our AP's we needed our blue membership card and photo ID.
I don't think they will let someone else use your membership card.
When I asked if my daughter could pick up her pass without me being with her guest services told me I had to be with her for the discount.

I would call WDW on this one.

On the one hand, she is a child with no member card or way to prove residence BUT she would be activating a RENEWAL so theoretically her elegiblity would have already been verified.

I could see the argument on both sides.
