Yes the reps should have helped you more, but I think you also deposited about the time DVC was making the transition from II to RCI and the reps may not have been very knowledgeable.
This is most likely what happened. We asked detailed questions about how to search and stuff, but they didn't seem to have an alternative to what they explained the first time around.
We would have had no problem paying the fee if we knew we could do the ongoing search. Oh well...
