Railroad and Opening ceremony?

When the Railroad is closed do they still do the opening ceremony?

Sometimes when the train is running they don't use it, sometimes the characters just walk out the train station. There's many different versions of the show. Also sometimes they don't have the morning show.

For when you go I would anticipate the full show just without the train. So the characters walk out onto the platform instead of riding in.
