Post-its (come off easier than stickers generally), colouring (triangular crayons don't roll off the tray easily), pipe cleaners, a couple of cars and books were our go tos at that age. I have a boy and a girl 20 months apart, so that stage seemed to last forever for us. I always brought a favourite cuddly toy, a favourite book and a couple of new ones, a beloved snack and a couple that they rarely got to try. Snacks like cheerios or raisins are good, because they take a while to eat.
Don't discount the simple things. An ice cube in a plastic cup once kept my daughter entertained for ages, and the flight attendant just gave us a new ice cube whenever the one we had melted.
I also learned that most flights have enough background noise that many kids' toys aren't actually very audible even by the closest neighbours. It also definitely beats screaming.
