I've lived and traveled in Europe so I understand your problem. In the U.S., many service positions (i.e. bartenders, wait staff, maids, etc.) make below minimum hourly rate since it is expected (by the government and their employer, at least) the additional amount will be covered by tips. It gets difficult for even Americans when there are negotiated union contracts for certain job descriptions. That is most prevalent in the houskeeping industry where they have strong negotiating ability when dealing with a conglomerate like Disney.
I agree with many of the other comments- do what feels best. Mousekeeping often brings a smile when they do something special.
However- do please tip your bartenders and wait staff when they are competent- and more when they rise above. They almost always depend on their tips as 50% or more of their income.
