Questions about SIMS DS games

My DS(11) wants the Sims Pets for Nintendo DS this Christmas. I am somewhat familiar with the "Sims" idea. My question is does he need to have another Sims game to play this one? The pets is NOT an expansion pack..correct??
I really appreciate any help with this.

I don't think it's an EP that requires the base game to play.

I'd see if anyone on here has the game. I'm in no way a prude, but I think the T rating on the Sims Games is warranted, and sometimes not necessarily something I'd want my 11 year old exposed to (at least, this was my feeling about the University expansion pack). Of course, your opinion and experience may vary.
