Is the electic parade on Bay Lake playing again if not is there an opening date? Are they now letting people into resorts who are not staying there or must you have a dining reservation?
Are golf carts able to be rented out at Fort wilderness once again for non resort guests?
Are boat rentals back for Bay lake?
We usually stay off site and try to do multiple on site activites but I heard a lot of things were closed this year and not sure if they have reopened or new guest only policies.

form what I've seen on some vlogs, Yes, electric parade is back up and running.
Boat rentals for fireworks viewing seem to be back, the mini boats don't seem to be available right now
I haven't heard anything about not being able to visit a resort without a dining reservation. I'm not sure how they would enforce that, especially if you are coming in on the monorail
Not sure about golf carts, but i do not see anything blocking anyone from renting them

Yes, the Electric Water Pageant is back

As long as you arrive via WDW transportation, no problem. You may get turned away if arriving by car.
Are golf carts able to be rented out at Fort wilderness once again for non resort guests?
Last I knew that was restricted to registered Ft Wilderness campers. I'm not sure if it's a COVID thing, or a supply-and-demand issue. You may be able to rent one day-of when you get to the campground.
Are boat rentals back for Bay lake?
Fireworks cruises are starting back up next month. I'm not sure other boats are available to rent at this time - the Contemporary lists Motorized Boat Rentals as "currently unavailable."
