Questions about maint.fees & UY

Ok I have 2 questions, I tried searching the forums but couldn't find the answers so I figured I would ask.

1) If you buy resale and points were borrowed from the following year already, would you pay MF or would the owner have already paid them when they were borrowed?
For example if I buy a 150 pt contract in June 2011 with a December UY and the owner borrowed 100 points in 2010. Come December 2011 would I pay MF on 50pts or 150pts?

2) I understand UY has nothing to do with when you make a reservations as long as you will have pts available when you travel. My question is when are the points removed from your account, at time of reservation, checkin or a specified date?

Ok I have 2 questions, I tried searching the forums but couldn't find the answers so I figured I would ask. if you are purchasing a resale with points already borrowed from the next Use Year, it might be wise to negotiate those maintenance fees into your offer since you will be responsible for the MFs for the borrowed points.

The owner at the beginning of January each year will be charged the MF for that calendar year. There is no way to prepay those fees since they are not even voted on until the Annual Meeting held in December each year. The billing is usually sent out at the end of December.

1) You will owe MFs on150 pts.

2) Pts are debited from the account when the reservation is made. If you cancel the reservation at a later date, they will be returned to your account.
 
Note, nothing prevents you from offering a somehat lower price or otherwise negotiating to make up for the fact that you will have only 50 points to use next year but will have to pay dues on all 150.
