You can stay at ANY DVC resort, regardless of where you purchase points. We own at SSR, BWV, and AKV, but we have stayed at SSR, BWV (before we owned there), VWL, and will be staying at OKW in May. The only one we have yet to try on property is BCV, and that is just because we have not gotten to it yet (waiting for the toddlers to be a little bigger to try that pool!).
Renting points is an option you should consider. I never did it myself because with my issues, I would have worried myself sick until I checked in. When you rent, your reservation is completely in the control of the owner. You cannot call member services for any reason. The owner must make all changes and calls for you. Also, usually owners will have a strict cancellation policy and require a large or full payment up front, as DVC has rules on points that the owner is subjected to. If you cancel 24 days before the vacation, those points are restricted severly for the owner. That being said, there are some EXCELLENT owners out there to rent from.
Recently, DVC has been getting more vocal about renting, as well. This year's planner had a notation in it about commercial renting not being allowed. As to what they will ultimately consider "commercial" is anyone's guess.
So the possibility of renting becoming more difficult and/or expensive in the future is very real. Which brings up 2 points: you should not avoid purchasing DVC just on the basis of always being able to rent points from an owner. On the same token, you should not purchase DVC and expect to ALWAYS be able to rent your points for cash to use for cruises, etc.
I doubt they would ever quash renting altogether. There are contractual things involved. But they are trying to discourage the practice, unfortunately.
