Yes, deck 4 is the loveliest track I ever scootered on...great view, great shade, frequent lounges to flop down on in case the altitude gets you down...4 circuits= one mile, if I remember correctly...

Yes.

If you look at the layout of Deck 4 you will see that the Prominade Deck encircles the ship uninterupted. It might look a little narrow in spots, but there is plenty of room. There are 90 degree turns, but you can see from the image of deck 4 that the corners are rounded and shouldn't cause a problem at a jogging pace.

Do you know how close to exactly 1 mile 4 circuits is? A quick estimate I made based on the deck plan puts my estimate to be a little over a mile (1.1 to 1.3)?

BUT --on deck 4 there are signs that state the distance.

It really takes only about 3 laps to make a land (statute) mile. 4 laps gets you closer to a nautical mile. Someone (mmouse37?) has a picture of the sign that "proves" this

It's a nice track, there's mirrors so you can see around the turns. The track is narrow on the ends of the ship so it is difficult to keep up a good pace if there's walkers out. It's definitely easier for me to run on the track then on the treadmill in the gym. Something about the boat going up and down while you're running on a treadmill made it feel pretty weird.

O.K., now my curiousity has been raised.

If done a few more estimates and cross checks. Basically, if those Deck Plans are to-scale (and they certainly look like they are) then I measure a distance of 1700 ft for one lap around Deck 4.

There are 5280 ft in a mile and about 6076 ft in a nautical mile.
Three laps is about 5,100 (just a little shy of 1 mile).
Four laps is about 6,800 (a little more than 1.1 nautical miles).

So within a factor of 10%, I believe jrabbit's statements are correct.
