Question regarding Title 1 and a 1st grader

My Dnephew was just recommended to the Title 1 program in his school in Washington State. He just began the 1st grade two weeks ago. Why might this be? What exactly is Title 1? Thanks for any help.

Title 1 here in MASS is supplemental educational help. Most often in Math or Reading.

I am firmly in the school that extra help and attention is NEVER a bad thing. My DS was assigned to a Title 1 reading program in 1st grade. He actually did not really belong there. It's just he is pretty cautious, and will not do things unless he's 100% sure he can master it. When he had his 1st grade screening, they spent all of 6 minutes with him, determined he could not read, and needed Title 1.

We were VERY lucky, and had a great 1st grade teacher. She realized his personality right away, tested him, on a whim about 5 weeks into the year, and he tested right about at grade level. She transitioned him out of Title 1 and into Grade level reading group.

Like I said, the extra help and attention certainly can't hurt, and in our case, I think it really helped him gain his confidence, and now he's in 3rd grade and really enjoys reading.

Title 1 is a federal program to help boost kids reading and comprehension. At our school it is a great program that that offers small group instruction in reading.
 
Title 1 reaches kids who do not qualify for special ed, but could benefit from some extra instruction in key areas - usually reading and/or math.
 

As the others have said Title 1 is a great program. At my son's school I fill in the gaps and help the kids that do need some extra attention but didn't qualify for title 1.

A lot of first graders need help. Eventually that light bulb moment will come and reading will be much easier.

The best thing that you and other adults can do is read, read and read. Doesn't matter what you read get some comic books!
 
I have some experience with Title 1, both as a parent and a substitute teacher. Our dd was in first grade last year and recommended to go to Title 1 for Reading. 2 weeks later, I was asked to long-term sub for Title 1. Basically, I'd pull 6 first graders at a time out of class during Reading, and we worked together as a small group. We used many different methods of breaking down various stories. We'd look at the pictures for clues, the title of the story, the characters, etc. We'd try to predict what the story was about. Then, we'd decode sounds that different vowels/consonants made. Each story had different vowels/consonants that were emphasized. We used incentives (stickers, etc) for kids who focused, listened, and tried hard.

I love Title 1, because it's critical that children learn to read, and hopefully enjoy reading at this age. It sets the pace for each class they will encounter as they get older, even math (word problems). If they're excited about reading, it makes a huge difference in their outlook towards school in general.
 
Both of my kids were in the Title 1 program in Kindergarten and my son was in it through second grade. They are both dyslexic and the extra help sure was a god send. Some parents actually refuse the Title 1 help because they think that it means that their kids will be classified as special ed, though that is not the case at all.
 
The Kindergarten teacher my sons had would place as many students as she could in Title 1. She said not only do the kids like the extra attention but while a group is gone with the Title 1 person that gives her less in the classroom. It's a win-win situation that helps the students and the teacher. She said she sent my younger DS to Title 1 because he was so shy and getting him used to a group of 4 other students would be easier for him.
