I have some experience with Title 1, both as a parent and a substitute teacher. Our dd was in first grade last year and recommended to go to Title 1 for Reading. 2 weeks later, I was asked to long-term sub for Title 1. Basically, I'd pull 6 first graders at a time out of class during Reading, and we worked together as a small group. We used many different methods of breaking down various stories. We'd look at the pictures for clues, the title of the story, the characters, etc. We'd try to predict what the story was about. Then, we'd decode sounds that different vowels/consonants made. Each story had different vowels/consonants that were emphasized. We used incentives (stickers, etc) for kids who focused, listened, and tried hard.
I love Title 1, because it's critical that children learn to read, and hopefully enjoy reading at this age. It sets the pace for each class they will encounter as they get older, even math (word problems). If they're excited about reading, it makes a huge difference in their outlook towards school in general.
