Question Re US v.s IOA

Our family will be visiting Disney ( for the first time EVER) from Feb 17 to Feb 24, I have 2 wee children - 3 1/2 and 6 years old.......we are going to MK, AK,and MGM, I have also purchased tickets to US or IOA.....but I am not sure which one I should go to.....my daughter who is 3 1/2 is only 40 inches tall ( with shoes on) and my son is 46 inches.......I am not sure which park would benefit them more.......any suggestions??
 
You could in theory do both as they are right next door to each other....however, if I had to choose I would probably choose US, I guess it depends on the 2 children really.

At IOA there is Suess Landing with a few attractions that would be suitable for both children, such as Cat In The Hat, One Fish Two Fish, Caro-Suess-El...but other than that they are probably too young for anything else.

At US, you have Barney's Playground, Woody Woodpecker Coaster (possibly too intense for the younger child?), ET, Curious George, Shrek..
