Can we call DCL at our opening window for the new bookings, when they come out. Put a hold on what we want, then have the TA finalize the booking or does the TA have to do all that

If you put a hold on a reservation, you have to complete it. And then transfer it to your TA.

OR your TA can make the whole reservation.

One note on this. Typically, if a TA is offering onboard credit as an incentive for you to use their services for booking, a transferred reservation will result in a lower OBC than a reservation made by the TA directly.
